Excavations, formwork, discarded containers, tyre dumps, and poorly maintained drain channels create extensive Aedes mosquito breeding sites across active construction sites. Under the Destruction of Disease-Bearing Insects Act 1975, JKN officers can compound site operators RM500 per breeding site found — and repeat offences can trigger stop-work orders. Construction sites are among the most frequently inspected and compounded premises in Malaysia for Aedes breeding.

Site offices, material stores, and worker accommodation blocks generate concentrated food waste that attracts rats and mice. Rodents nesting in stored materials — timber, insulation, cable reels — cause damage and contamination. In worker accommodation, rodent activity creates hygiene and welfare concerns that can generate DOSH complaints and affect contractor reputation with developers and main contractors.

Vegetation clearing and earthworks during site preparation frequently disturb hornet and wasp nests in trees, undergrowth, and ground cavities. Accidental disturbance of an active hornet nest — particularly Asian giant hornets — is a serious worker safety incident. Hornets disturbed by machinery or manual clearing can cause mass stinging events requiring medical evacuation. Proactive nest surveys before clearing operations significantly reduce this risk.

Site canteens serving large numbers of workers generate significant food waste and fly pressure. Houseflies and blowflies breeding in waste collection areas and portable toilet surrounds create hygiene conditions that affect worker welfare and can attract DOSH attention during site inspections. Fly pressure at canteen areas is a persistent issue on sites with large worker populations and inadequate waste management.

Stored timber, formwork panels, and wooden site hut structures are vulnerable to subterranean termite attack — particularly on sites where ground disturbance has disrupted existing termite colonies and caused them to relocate. Termite damage to stored timber and formwork causes material losses and can compromise structural integrity of temporary works. Sites on previously forested or agricultural land carry elevated termite risk.

JKN (Jabatan Kesihatan Negeri) conducts regular Aedes breeding inspections on construction sites — particularly during dengue outbreak periods. Sites found with Aedes breeding are compounded on the spot, with compounds accumulating per breeding site found. Repeat offences escalate to stop-work orders that halt all site activity. A documented, ongoing larviciding program is the primary evidence that a site operator is taking proactive steps to manage dengue risk.
